A Quebeçois fishing town that has lost it's fishing industry tries to attract a factory. In order to seal the deal they need to secure a doctor, and pretend to be the perfect village in order to convince one to stay.

Very much so in that it's a village of old men and one among them is the alpha male rallying them all --- and intimdating them if necessary --- to conspire in a grand act of fraud.
