Which right handed starting pitcher has the highest Met career rate for most strikeouts per nine innings (200 min. IP)?

Which left handed starting pitcher has the highest Met career rate for most strikeouts per nine innings (200 min. IP)?

A "Starting pitcher" is defined as one who has appeared in more games as a starter than as a reliever. All strikeouts for a pitcher thus defined as a starting pitcher were considered, including their strikeouts as a reliever.

Two footnotes to this quiz:

1 -- Hisanori Takashi's K/9IP rate would place him second among lefties. He hasn't pitched enough innings or started enough games to qualify, but I mention this because Tak is a current Met and could theoretically qualify inthe future.

2 --- Ryan might very well have the highest K/9IP rate for striking out batters as a starter. As mentioned, I included all of Ryan's Met K's. Eliminating Ryan's reliever K's might also lower his rate: relief pitchers strike out batters at a higher rate because they don't have to pace themselves for a larger workload.
