This was actually done. When Bill Veeck took over the St. Louis Browns, he put the entire team on waivers.

Remember when Charlie Finley tried to sell his Oakland A's players piecemeal? Vida Blue would have looked good at Shea with Seaver and Kooz.

Putting the whole team on waivers is not that uncommon. Sometimes a GM will do it to disguise his intentions about the player he really wants to waive.
