The IOC's first answer was -- NOT Madrid.
Then, after the run-off among the two survivors, their final choice was ... Tokyo - probably on the theory that they've still got seven more years to get the radiation levels down.
I was betting on Istanbul.

Japan has been a far more frequent host than I would have guessed. That would easily have been my choice of these 3 in terms of "where would you like to visit?" but its not like I'd go anyway.

1964 (Summer) - Tokyo
1972 (Winter) - Sapporo
1998? (W) - Nagano
2020 (S) - Tokyo

That's only four times but that's kind of a lot considering that the first half-century plus (1896-1960) were almost exclusively in Europe or the U.S. (Melbourne, Australia in 1956 was the only exception) and that Japan had all that wreckage from WWII to clean up before they could even be considered.

In semi-related news: the IOC chose NOT to reinstate baseball and softball back into the summer Olympics, opting instead for wrestling.
And I'm quite OK with that decision. Wrestling belongs in the Olympics more than either baseball or softball and, given the choice, I'd prefer to see softball back in over baseball.

Yeah, but could you imagine the Tokyo committee having to choose between two such culturally entrenched sports?

I assume they'll push for and get ?? as a demo sport.
