Hal clearly hates atomic theory, because he offed Dr. Atom in Round One, 15-3, which has a ring of mercilessness to it. Wally, for his part, beat the snot out of the wildly unpopular Elongated Man, 10-0. A name MATTERS, Shakespeare.

How He Came to Be:Same old thing. Alien ship crash lands. Lone survivor is a hero from a galactic police corps, and before this alien dies, his ring chooses Hal to weild its power henceforth.How She Came to Be:How He Came to Be:It's complicated, but using dwarf star material and lenses, he discovered a way to shrink matter, but it would explode. But when he was in a tight spot, he shrunk himself, he didn't explode. There's some differing (and retconning) tales of why he's able to do this, but he is, and it's cool.

Supernatural Powers:Flight, super strength, enhanced invlunerability, ability to project solid constructs from light, enhanced durability, some ability to manipulate reality and time and space and stuff. As Parallax, Hal was one of the most powerful beings in all of the DC Universe. In addition to his normal Green Lantern powers, he was able to manipulate and reconfigure time-space to his will, manipulate reality at a large scale, had vast superhuman strength which he demonstrated by being able to knock out Superman with one punch, a higher sense of awareness and enhanced durability. Glad that didn't last forever.Supernatural Powers:Supernatural Powers:Atom can shrink to sub-atomic levels but maintain his human strength level. He does this through technologies buried in his belt. But this is just the power you associate with him, he can also change his molecular density, which can allow him to float like a feather (if needed), or punch through a brick wall (which is perhaps more typically needed).

This package allows him to travel through phone lines and ride a signal to the destination number but also to dive into the bloodstream of villains (and heros! — Hello, Superman!) to screw with their powers. He can sometimes make others shrink down with him.
Non-Super Abilities:Swell pilotNon-Super Abilities:Non-Super Abilities:He's a heckuva scientist. This tech is his baby. His arch enemy Chronos considers him a fierce combatant.
Stuff:"The ring's the thing. It's green. He's also got a lantern with a power battery that fuels his ring's power. At one time or perhaps another, he's had a White Lantern Ring, Blue Lantern Ring, Red Lantern Ring, Yellow Power Ring, Orange Lantern Ring, and a Black Lantern Ring. It's always rings with this guy."Stuff:Stuff:Aside from the suit, and the belt that makes him shrink, he has (or had?) an indigo power ring (he was a member of the Indigo Tribe) powered by compassion, which provided him with flight, energy projection, and a protective force field. He also had a staff, but I don't know what that does or did.
Weaknesses:He's nothing without his ring. And he has no power over the color yellowWeaknesses:Weaknesses:Tech dependent. Find a way to comprimise his tech. Plus, even without shrinking, he's kinda short.

Difficult choice. GL had better stories, especially in the Denny O'Neil/Neal Adams era. And better art with Adams, probably the best of all comic book artists (Yes, I'm including Jack Kirby -- people praise Kirby, but 90% of the superheroe artists today imitate Adams).

But the Atom is a fare more inaginative concept. Extra points for the "Time Pool" stories.
