You're right. I've never owned a dog, but that was obvious to me, too.(now that your comment made me look again)
It looks too scrawny. It looks like a pure show dog, rather the working dog the breed is supposed to be.

Supposedly part of the criteria for judging each breed is to imagine them doing exactly what they were bred to do so I doubt the dog was too scrawny.
Unfortunately, some of the groups that set the standards for each breed tend to go overboard in 'designing' how they want the dog to look; low dogs are bred to be really low; wrinkly skinned dogs are bred for more and more wrinkles, etc. In the case of the German Shepards I think they've overdone those low rear hips to the point where it gives the dog an unnatural looking gait.

The worst of the lot is the bulldog. Selective breeding has made it look nothing like it did a century ago and purebreds now have trouble breathing and therefore with stamina, with both mating and giving birth (virtually all are now c-sections), and tend to have short lifespans all because of human directed changes to its skeleton & skull.
