Walked a half mile in pouring rain and was voter #122. I don't know how many
people live in my district but that number seems awfully low considering the it's-a-
matter-of-life-and-death messages of the past year.

Voted for the annual library budget increase. I don't know why such things need to
be put to a vote, and people on community fb pages are against it, but put me down
for a big fat yay.

Oh, and the nosey voting machine monitor from last year trying to dip in on my
mayoral vote turned away this year. I hope he got a good talking to.

My wife and I voted today, arriving right after the polls opened. Was voter No. 42, so that's a sign for a good turnout.

Yes by two o’clock the weather was glorious! By then though I was on my way to picking up my granddaughter from kindergarten :)

is there a bigger story here? is the money being explicitly taken from somewhere else? is a tax hike attached? or is this basically "we'll put the money here if you approve it, otherwise it will get spent in some undisclosed place later"?

Some people almost reflexively vote against questions involving tax or spending increases, even for things like libraries and schools, because it's the one time they feel they have any direct say in the matter.
Mom was a teacher for a time and for years afterward was active in the PTA and related type of stuff and, although rarely overtly political (dad was the one more likely to tell you what he thought whether
you were interested or not), it used to drive her nuts that some friends and neighbors were known automatic 'No' votes whenever such stuff came up on ballots but, to them, such questions were their one
opportunity to say 'No More' and they routinely took it.

that is a flaw in the structure of local politics then. why give people a specific yes/no on library funding but not, say, the budget for re-paving sidewalks? if you dont like how the money is being raised or spent vote the incumbents out.

Perhaps. IIRC, they were votes not on keeping the schools & libraries open but for things like expansion or extra-curricular activities that were above and beyond the core budget and therefore deemed to
require periodic public approval. So some gave the knee-jerk 'No' reaction because it was the one place that votes could directly fight back rather than indirectly through semi-annual elections.
