Yes. I read that they are planning to put a "special attraction" there, whatever that may be. But from the picture, it looks like it will reduce the home run dimension and cause an uneven configuration with a corner, nooks and crannies, like the bullpen in Fenway (right field) and the Kiner's Corner (Left field) in Forbes Field. "Arbitrary" was my characterization. The rule stated that dimensions established on or before X date (which was many years past at that point) could not be changed without acquiring some sort of waiver from the league. The idea appeared to be to discourage tailoring a ballpark for the new slugger you acquired. Maybe it came after the Yankees closed in Death Valley after(?) they got Dave Winfield. The other rules I remember from the early part of the book involved dressing the pitcher. The pitcher's glove had to be uniform in color and could not be gray and could not be white. I'm pretty sure pitchers routinely wear multi-colored gloves and possibly gray gloves now. Probably not white. The pitcher also could not wear a white or gray sleeve that extended beyond the elbow (either elbow?). I'm relatively certain that rule is still in effect.

The idea for this reminds me of a similar club in SF also called a "speakeasy":
