From reading the article, it sounds like the writer wasn't really trying to sell them at all.

In the process of selling them he:
(a) Documents giving away merchandise for free
(b) Proved to be utterly incapable of money management. How do you come up $29.75 short, even after getting at least $6 (as documented) in tips?

Well it's participatory journalism so of course he wasn't really trying to sell hot dogs.

I guess he won't be filling in for any math teacher's in future articles.

I suppose that's one term for it. The one I came up with initially was "stupid."
