Since it was a fun question, I made up my own rules in my response to her. Here was my original response:

For me to consider them, they had to appear in
more than one movie.

James Bond's enemy Blofeld never gve me nightmares. Nope.

Sherlock Holmes' adversary Professor Moriatry was
little more than a common criminal, never too scary.

Hannibal Lechter and even Darth Vader ultimately
showed their softer sides. Sorry.

And while many wanted to rule the world, only one
wanted to destroy it, and in many movies.
So I give you my choice - Emperor Ming the Merciless
from all those Flash Gordon movies. Max Von Sydow
tried valliantly, but the ultimate portrayer of evil
personified was Charles Middleton.


EDIT: Thon, just "got" your post. Yes, you're right, but I didn't consider group villainy.
