2) Ogles is under an ethics investigation, and may want somebody's help if Federal officials come a-calling.

Which is what Ogles is seeking. Give Ogles credit for that much. At least the lunatic in the White House didn't issue an Executive Order declaring his eligibility to run for a third term. Or an Executive Order declaring himself to be the President indefinitely.

I wouldn't be at all surprised if he tried to trigger the Supreme Court to somehow interpret that his gap-term (if you want to call it that) reset the clock and that he'll be eligible to run for reelection in 2028.

The logic behind it is (or at least should be[/u] ... ya never know with this crew) that states being responsible for handling their own disaster relief would be more local/efficient/targeted than the top-down approach of flown-in outsiders and their one-size-fits-all approach. So when on of these massive events occurs (which will usually exceed any state's rainy day fund) money will be block-granted from the feds to the affected state's disaster relief effort where, at least in theory, it would get spent more wisely by folks who know the territory.
