The logic behind it is (or at least should be[/u] ... ya never know with this crew) that states being responsible for handling their own disaster relief would be more local/efficient/targeted than the top-down approach of flown-in outsiders and their one-size-fits-all approach. So when on of these massive events occurs (which will usually exceed any state's rainy day fund) money will be block-granted from the feds to the affected state's disaster relief effort where, at least in theory, it would get spent more wisely by folks who know the territory.

I'm certain that nobody that voted for President Caligula is on Medicaid and knew exactly what they were getting into. The less money paid into Medicaid, the more there is to steal and give back to the billionaires through trillion dollar tax cuts for the wealthiest.
