It's one of those things folks just accept as the way it has to be, but there's no reason it has to be that way at all.
I imagine it's been brought up at one Congressional committee or another, and then the ticket service cartel (mostly just Ticketmaster) makes a few targeted political donations and the issue is quietly dropped.

because no one wants to stop it. Same with My Pro Venues or whatever it is the Mets use. It's all a scam to control tickets.

Pearl Jam tried to take on ticketmaster and failed miserably. But hell, they tried. They launched an entire non-TM tour (unaffiliated venues, went through another ticket vendor). I saw them on that tour and it was such a pain in the ass for everyone, including the band. The majority of fans just accepted ticketmaster's bullshit as the way things work, so other bands did not follow. So PJ went at it alone, testified in silly hats in front of Congress, and lost.

Supposedly the whole purpose of how Ticketmaster was handling this particular batch of Swift tour tickets was to feed as many as possible into the hands of
the Swifties rather than brokers who were just going to re-sell them on secondary markets for ten times the price. I wasn't paying too close attention to the
story but it had something to do pre-registering fan-club kind of stuff. But then when the volume overwhelmed the software those who were supposedly
in the preferred group found themselves shut out and that's when the outcry ensued.
